the Diety (Da Shen) of Divine-Supernatural Metamorphosis (Shen Bian)
at the Heavenly department under explicit orders,
four displays were set out regarding the Transformative Action (Qi Hua) of the Qi The gods (Shen Ren) that occupy those throne-places managed their troops.
Grasping the Chart (Lu) [while at the same time] holding up
the Registries (Ji) level with each other,
arriving at in front of the Emperor, [there are made]
a hundred times a hundred million changes
to the Spirit of the Mind and Heart (Shen Qi).
[In contrast to] following the Natural Course (Zi Ran),
the local officials continued to remained

Zuŏ Xíng Fá Zhù Biān Suí Suŏ Yīng Dù Yán Jiào Zhū Tiān Pŭ Gào
unorthodox and contrary.
[In response to this] the penalties written in the book, in its margins,
were adapted thereby to respond to the tolerance of the stern teacher
who strictly instructs about the Heavens and makes publicly known

Jiè Wú Jí Shén Xiāng Quán Qū Zhī Fŭ Bĕi Dū Luó Fēng Sān Guān
the boundaries of the Unbounded Pre-State of All Things (Wu Ji),
[according to the] Gods (Shen).
Thus the rural villages became the fountainhead [against]
the [previous] wrong and crooked ways.

Jiŭ Fŭ Shí Èr Hé Yuán Shàng Jiĕ Zŭ Kǎo Yì Jié Zhŏng Qīn Jí Chú Zùi
of the Nine Prefectural Mansions (Jiu Fu) and the heads of the Twelve Rivers.
Rising up to be under the guard of the Spirits of the Ancestors (Zi Kao),
a hundred million calamities of all kinds sown amongst yourself
and your close relatives,
were along with [other] sickness and pain, gotten rid of.
