[as if] from a single Measure of Land (Zhang) [provided by] The Celestially-Endowed Emperor (Tian Zhen Huang).
Human beings in the past wrote in books those characters needed
to be deliberated over so that they now, in standard pronunciation
[still] contain the knowledge.
These tidings along with the abilities [provided] with fasting and chanting

Zhĕ Zhū Tiān Jiē Mìng Huà Qì Xiān Wáng Xià Guān
this to the Heavens, every life can be transformed from its influence.
